I know people who have been to Afgn. [Canadian military] believe me, there's no missionary work being done by the troops or anyone over there.

I'm not talking on the troops on the Canadian end, but here in the states the issue is somewhat different. I am not talking about the troops specifically, although I expect a small minority are preaching to both locals and fellow soldiers. I am looking more at the blind eye of the .mil brass to allow it to happen.

More resentment means more attacks on troops. More attacks on troops means bigger requests. Scoring bigger requests probably equates to cushy retirement jobs from defense contractors.

I just read a story about mega churches on military bases here in the states in the last few weeks. This is where my viewpoint was coming from.
I am unable to find the story now. This article is from 2009 and still relevant. 26 mil for a chapel on a military base in the states? Gold plated pews?

I know I have read a few stories about the uber-christian big wigs in .mil. Search around for fundamentalists in the pentagon and you will find a few names.
