When you have invented an enemy to keep your security-industrial complex alive, the problem is to convince the public that enemy is real. So you get people to turn each other in. This justifies the existence of multiple bureaucracies that have nothing else to do. It keeps employment up. It makes everyone afraid--not of the invented enemy, but of the people who claim to protect you.
