PORTLAND, Ore. (KOIN) — In bizarre court documents filed Tuesday, Ryan Bundy declared himself sovereign from state and federal government and wanted to be paid $1 million to accept “the role” of defendant or inmate.


Bundy, the brother of co-defendant Ammon Bundy in the case of the takeover of the Malheur National Wildlife Refuge, is acting as his own attorney. The federal court filings were submitted by his court-appointed legal assistant.


Ryan Bundy said he does not accept the role as defendant or inmate without fair and just compensation of $1 million. He also said he is willing to play the “role” of “judge” or “bailiff” for $1 million.

He also demanded $100 million if he has to face a judge for the conspiracy matter related to the takeover and occupation of the federal facility.


The Bundy brothers and 6 more people will stand trial in September. Another 8 people will stand trial beginning February 14, 2017.

Malheur National Wildlife Refuge occupier Ryan Bundy filed a series of court motions late Thursday, declaring himself a sovereign citizen who isn’t subject to federal laws.

Bundy, who is representing himself in the conspiracy case against the refuge occupiers, declares himself an “idiot of the ‘Legal Society’” and not subject to federal law, according to the documents.

“I, ryan c, man, am an idiot of the ‘Legal Society’; and; am an idiot (layman, outsider) of the ‘Bar Association’; and; i am incompetent; and; am not required by any law to be competent,” Bundy wrote in a motion filed to U.S. District Court Judge Anna Brown.

The filings are the latest in increasingly defiant and strange behavior from Bundy, including an alleged escape attempt from the Multnomah County Detention Center.

As justification for the filings separating himself from U.S. laws, Bundy filed a motion declaring himself a sovereign citizen of the “bundy society.” Within that filing, he declared himself a creation of God rather than a “person” as defined by legal dictionaries, and therefore is not subject to laws.

Bundy also wrote that his wife and children are members of the Bundy society, Brown is guilty of perjury, and that he believes his home state of Nevada and the state of Oregon are not within the United States. Instead, Bundy said both states are “sovereign union states” that are not within the jurisdiction of the U.S., which he said is limited to the District of Columbia.

Bundy’s declaration of sovereign citizenry is signed by his brother and fellow occupier, Ammon Bundy, as a witness. Both Bundys were leaders of the 41-day occupation of the wildlife refuge near Burns, Oregon.

Self-declared “sovereign citizens” have a long, if unsuccessful, history of declaring themselves not subject to federal laws.

Bundy also told the court in the filings that any past signatures by him are now invalid and that U.S. marshals and other law enforcement are illegally holding him in jail. He wrote that he should be paid $1 million to fill the “role” of defendant in the case.

Bundy muses in the filing that he is “willing to consider” playing the role of judge or bailiff in the case if the court pays him a similar sum.

“I, ryan c, man, will charge $100,000,000.00 if any man or woman or PERSON places another order for [me] to come before the court again regarding this matter,” Bundy wrote.

Bundy additionally said the federal government tried to kill him when he was arrested Jan. 26 during a traffic stop, and he should be paid $800 million “to restore i to the wholeness i enjoyed prior to begin taken and carried away.”
Judge Anna Brown quickly rejected the arguments Friday after reviewing the documents. She said that they did not raise “any legally cognizable issue,” and she ordered him not to refile the motions or bring them up to a jury in the Sept. 7 trial.

Brown also reminded Bundy that she had ordered him before not to assert the court had no jurisdiction over the case.

“The Court, therefore, warns Ryan Bundy that any further indication that he will not follow the Court’s Orders will result in Ryan Bundy forfeiting the right to self-representation,” Brown wrote.

Bundy is scheduled to return to court next Wednesday for a status hearing.

In March, OwO reported a possible link between OSP Officer # 1 in the Finicum shooting and OSP Captain Robert Edwards. Several statements in the redacted debriefing released by Deschutes County Sheriffs office in March plus FOIA emails released by the State of Oregon tie him to burns.
Additionally, his authority as a Captain, the behavior and statements of Officer #1 being in an authoritative role, and the SWAT reference in the statements of which he was not a member all narrow it down to only one person which fits all categories.

The same who was Lieutenant Edwards in the Motorcycle incident.
The same Officer Edwards who was the plaintiff in a suit filed by a fellow OSP officer who as a whistle blower was victimized by OSP officer Edwards for telling the truth.

A look on the OSP facebook revealed several other complaints about him during his ascent in ranks to the lead role of Captain.

It seems unusual to say the least that an Officer with as many complaints and court losses would be promoted at all let alone to Captain.

Is this what we want for our Management of the Oregon State Police?

In the likely civil trial which will be forthcoming against OSP for the killing of Mr Finicum, and for shooting Ryan Bundy it may be noteworthy that the likely identity of Officer #1 is one of a tainted and controversial career from an officer who clearly has an anger problem at least, if not more severe deficiencies.

To be fair, all we have to go on is his history of performance as an OSP Officer. There is no information to access regarding his personal character. There is also no undeniable evidence that Officer #1 is Robert Edwards.

Hours of investigative research originally lead us to the deductive reasoning of a link between the two.

Now that the appeal he filed to get off the hook for the assault on the motorcyclist has been dropped by OSP and himself, it further leads us to believe it is him. Why? Because Government almost NEVER loses in the 9th circuit. It's heavily stacked against the civilian quadrant and they had a $517,000 award given to the Motorcyclist that they stood to evade if they won their appeal. Some of that is the responsibility of Officer Edwards himself.

So why did they just drop it last month?

This never happens either. Suddenly, without explanation they just dropped it and accepted the penalty. I believe that the case was bringing too much light to officer Edwards. They're trying to keep the identity of the OSP officers private and all this business and problems with the lawsuit are drawing far too much attention to him.

They need to minimize attention to him as a now Captain of the Bend OSP Division and in particular if he is indeed Officer #1. The Grand Jury has been assigned in the FBI HRT investigation, A complaint and affidavit has also been filed by a Citizen requesting a grand Jury in Portland and another possible Grand Jury request is soon coming for the State of Oregon.
It's unprecedented that the OSP have blatantly defied requests for the names of the OSP Officers involved in the shooting even though we shot down an emergency House bill which they tried to disguise as a school bill, that would have granted them legal premise for concealing the identity of the officers.

Many are very upset and very frustrated with our beloved State Police once revered as the pinnacle of our law enforcement. Now, many are fearful, suspect and outright angry that they so quickly "justified" this heinous shooting and topped it off with a blatant disregard of our right to know who was involved.

Tim will crack this open. They are probably trying to get past the elections in November to avoid any more controversy for substitute Governor Kate Brown who was the driving force behind this atrocity.

If they can stall it for another 3 1/2 months she can possibly win the Governors seat. My guess is that then they will come forth with "the rest of the story" and reveal the officers involved.
It's important that we keep the pressure on them to reveal the identity of the shooters so we can conclude the peoples investigation of events which, by the way, is quite drastically different than the DCSO report released in March.

In a closing note, I/We have respect for the institution of law enforcement. The respect comes or goes based on their performance of the LAW. Their history has nothing to do with their performance of today and if they continue to reward behavior like that of Robert Edwards, they endanger every officer in a uniform. They need the support of the public whether they realize this or not.

We're seeing an escalation of violence and lack of respect for officers which is horribly unfair to those doing the job properly. Those in lead roles of law enforcement need to heed the warnings of an unhappy public and return to proper policing under constitutional law.

Remember that name. Something tells me you may be hearing more about him in the future as potentially one of the OSP Officers on scene on hwy 395 January 26th when LaVoy Finicum was killed and possibly one of the shooters who killed him.


Recent emails received demonstrate that Capt. Robert W. Edwards was involved in the Malhuer issue as far back as December. In the email he said they "Really needed Sheriff Ward to appear Natural" Clearly discussing the situation in Burns before the Refuge was occupied.


When I saw the email, the Name sounded familiar to me. It turns out a year ago I reported on this incident where an OSP offcer in an unmarked car chased down a speeding Motrcyclist who initially didn't stop because he didn't know he was being pursued. He had actually passed the unmarked car, admittedly recklessly not realizing it was a police cruiser. It was a silver colored Camaro, one they use to conceal their identity.


Just another reason why this should not be legal. It's also against the law to pursue a suspect in an unmarked car such as this for obvious reasons. The Cruiser also did not have an audible siren.


But when the motorcyclist finally realized he was being pursued he immediately pulled over and stopped. This is clear in the video.

What happens next is unconscionable and in so many ways illegal. The officer, Rob W. Edwards, instead of writing him a speeding and/or reckless citation decides to run him down and knock him over with his police cruiser, breaking his ribs. This is insane!! And if that isn't enough he then pulls a gun on him all Gangster style sideways, orders him to the ground and when he starts to comply then kicks him for no reason! The rider was clearly confused and asked him what he did. Officer Edwards later says he tried to stop the kick but his" muscles had already fired"


After kicking him and breaking his clavicle so badly that he needed plates and screws surgically installed he forces him to the ground and places his knee in his back causing him excruciating pain and held him that way while he pulled the riders helmet off which is another DON'T DO! You should NEVER remove a motorcyclists helmet when he's been down. It's very risky to his cervical spine and this is standard to all safety training.


Clearly this Officer was entirely out of line and abusive to the rider. He obliviously demonstrated anger issues, and very poor judgement and he failed to report ANY of the use of force until they told him about the dash cam. He was "disciplined" for not reporting the use of force.


And what became of the whole situation? The Officer was found guilty of excessive force and negligence. The rider was awarded $180,000 in damages which is a ridiculously low figure for what occurred but at least the Officer was punished, right?


Wrong! The Officer now bears the title of CAPTAIN! Yep, he was promoted for his behavior. Apparently, that's what the office of the Oregon State Police wants in their officers, aggression, abuse, violence and assault.


This officer should have been charged criminally for ramming the kid with his car. He didn't realize his car had a newly equipped dash cam which caught his ridiculous behavior much to his surprise. He actually DID NOT report the use of force which is in violation of policy and only admitted to it after they advised him of the dash cam and footage.
Imagine what they get away with without these dash cams or had this cam not been on the cruiser. The rider would have been criminally charged with resisting arrest as well as a host of other charges.


"Edwards also said he accidentally “bumped” the back end of Wilkens’ motorcycle as a result of possible “brake fade” — a term used to describe the loss of braking power because of overheating. But Regan reminded jurors in a closing argument that a brake expert testified at trial that brake fade rarely occurs in modern brake systems."
C'mon! Brake fade at 5 mph? Yea, right!


The overly aggressive behavior of the officer, the email linking him to the Burns issue and his relation to Springfield Station all tie him to the team of OSP officers on scene that day. His ranking position lends to the notion that he may have also been Officer #1 who was a seasoned officer and in a command position and the shooter that shot at Finicums truck three times as it approached the roadblock and then shot Finicum twice in the back.
If so, I wonder what kind of promotion they'll give him for this?
