(I’m watching now, they are talking about brain implants, and of course they are selling this mad-scientist research as being for moral purposes, like helping those who are paralyzed, which is total BS IMO–this is all about their transhumanist agenda and turning those who survive into slaves, the kind who “love their servitude”). So, all of this seems to fit with what Dr. Carrie has been speculating about, which is that these hydras set up their own neural networks in our brains. And I guess the graphene oxide seems to be related to connecting this new network to the internet (just do a search for graphene oxide and brain computer interface).
