    According to AmJur 2d administrative agencies are the 4th branch of government and that is because they incorporate the judge, jury and executioner wrapped up into one neat package. The constitution refers to this organization as a BILL OF ATTAINDER

    This phrase AmJur 2d refers to as: Any violation of the principle of SEPARATION OF POWERS
