These exercises have a number of purposes.

1. GET THE GENERAL PUBLIC USED TO SEEING Posse Commie-tatus violated regularly.

"Oh, How Cute, they're training".

Positive media articles to sell it, with sections where they make fun of anybody who suggests that the exercises have malicious/ nefarious origins ... also helps condition the public.

You can have martial law effectively implemented without a formal declaration.

The US is an example, post 9-11, post NDAA. (OK, well, NDAA was sort of a formal declaration ?)

2. A Massive Red Herring, so that the switch to 100% martial law is difficult to detect.
It's unpleasant to think about, so most people don't think about it.
