Also, look for "Enforcement" operations in the 406-420Mhz government allocation, most typically in pairs around 409Mhz/414Mhz. These may be trunked (P25) and/or encrypted. They will be local operations frequencies, and should be easy to pinpoint with readily available RDF tech.
