Even if they were expensive, they'd still end up falling. What you are proposing about putting boosters of sufficient size to leave Earth orbit on all satellites would be far too expensive to put them up there to begin with.My guess is you will see more falling through as you are seeing now, simply because the designs were cheaper as explained before (ie: cost bang for buck)
