The shocking statement came during testimony that was recently released from a deposition for a federal lawsuit. Charles Bailey, a survivor of a priest’s abuse, asked then-Bishop James Moynihan whether the church held children victims partly responsible for sexual abuse from priests . “(Bishop) Moynihan said that right to my face – ‘The age of reason is 7, so if you’re at least 7 you’re culpable for your actions.’ That kind of floored me,” said Bailey.

Obviously, the sentiment isn’t something one Bishop believes, but a broader excuse used to cover for the guilt of sexual predators..............................

I did not watch the video but the word culpable here means culpable of giving full consent of the will to mortal sin. Under the law, the underage boys are not culpable by any stretch of the imagination.

I think children and parents could make sure even an attempt at a sexual touch would be dealt with very effectively and harshly and this does not usually happen.

I am afraid our legal system and our culture is in such a low state of being civilized and humane that maybe fathers or uncles or male guardians need to take the offender into a dark alley and beat the hell out of him and threaten him to keep very far away from their child and quit his position or expect further action in the near future. This needs to be done by a group of decent Christian men.

I hate to say this, but am just expressing my feelings. The same goes for all sexual predator employees of all kinds of schools and churches, not just Catholic.
