well, nope... just like the floridadotgov link you provided... with 3 loopholes. Judges cannot even intervene if the parents want to marry their young girl.
The law exists... that is enough to validate the story... and this org can be trusted, especially today with pedophilia being an epidemic. But I'd think that the loophole is used when pregnancy is a fact. And very possibly when the parents are religious fundamentalists rejecting abortion. I would investigate this FL church without any hesitation!

Records pulled by Tahirih from the Virginia Department
of Health Statistics, for example, show that during 2004
-2013, nearly 4500 children were married, nearly 90%
of them were girls, nearly 90% married adults, and
sometimes those adults were decades older. Records
pulled by Tahirih from Maryland show that during 2000-
2014, 3100 children were married, again the vast
majority of them girls marrying adult men.

The new Virginia law removed the so-called pregnancy exception, which automatically granted permission for children to wed if they were pregnant and had their parents’ consent.
“This was one of the really, really unbelievable loopholes in the law, that you could marry somebody as a way to avoid prosecution,” said Vogel.............

Virginia Has Finally Outlawed Child Marriage. Will Other States Follow Suit?A few state legislators outside Virginia are also trying to address lingering laws in their states that legitimize child marriage and allow abusers to marry their victims. A bill similar to Virginia’s petered out in the Maryland state legislature this session, but is likely to come up again. If a proposed bill passes in New York, the state would become the first to completely outlaw any marriage for people under the age of 18.
