Be aware that the federal government terminated operations with the XIV amendment and went out of business entirely in 1878. While this might be a bitter pill to absorb realize what is fancifully called the federal government is actually a national government with a constitution. That constitution is not the entire federal constitution but merely the 14th amendment. Very few restrictions on anything.
